First, he blames the Kosovo Police through a BIA report; then he accuses Prime Minister Kurti of using the attack to justify oppression of Serbs; meanwhile he deceives by offering “cooperation” in the investigation process; and in the end, he disappears from the narrative once the indictment exposes, nakedly, the responsibility of his state.

This is Aleksandar Vucic, Milosevic’s “hyena,” who orchestrates endless schemes to undermine Kosovo, and who is brutally unmasked for the terrorist attack on the Ibër–Lepenc canal (2024) in Varragë, Zubin Potok. An explosion with destabilizing intent due to the potential consequences for water supply in several municipalities and for the turbines of the Kosovo Energy Corporation, carried out as a false flag operation to blame Kosovo and deceive the international community.

On the one-year anniversary of the attack, the media landscape was split: on one side the Albanian and international outlets searching for the truth; on the other, the Serbian outlets framing the investigation as stalled due to the “lack” of evidence and as a “failed” attempt by Prishtina to blame Belgrade (Kosovo Online, 29.11.2025).

But only a few days after the anniversary (09.12.2025), the Special Prosecution of Kosovo announced the indictment of the three suspects (Jovan and Dragisha Viqentijeviq and Igor Dimić) for “endangering the constitutional order through terrorist acts and espionage.”

The one-year “delay” in the investigation was intensively exploited by Serbia with the method “throw the stone and hide the hand,” investing heavily in confusing international partners with names “discovered” by the BIA, and confusing Kosovo’s public opinion through balloons of interpretation portraying the act as possible electoral calculation.

But the United States of America reduced this entire investment to zero through the geological expertise of the Federal Bureau of Investigation (FBI) on the soil sample found on the boots of the Viqentijević brothers. The FBI’s involvement in the investigation eliminates every maneuvering space for Serbia and every doubt among international institutions regarding the authorship of the attack and its connection to Serbian security structures.

The forensic results confirm not only the organized terrorist attack against critical infrastructure, but also Serbia’s direct responsibility, through Colonel Jovan Viqentijević, an employee of the Military Intelligence Agency (VOA), and the plan to stage a fictitious organization called the “National Committee for the Liberation and Protection of Albanian Territories,” accompanied by photographs of senior KLA commanders, as well as a cache of weapons, ammunition, and Serbian and Russian uniforms seized during raids on the homes of the accused.

Therefore, the international community must enforce what NATO Secretary-General Mark Rutte has stated.

Serbia must now be held accountable for the terrorist attack on the Ibër–Lepenc canal.
Serbia must now be stopped “bombarded” once again with Kosovo’s truth.
Maintaining punitive measures against Kosovo is a “reward” for the hybrid operations of Belgrade and Moscow.
