The Institute for Hybrid Warfare Studies “Octopus” and the Bulgarian Institute for International Politics (BIIP) signed a Memorandum of Cooperation today in Prishtina, covering areas of mutual interest, including various activities, exchange of experience, research projects, and geopolitical analysis.
Thanking Mr. Dimitar Keranov for his visit and willingness to cooperate, the Director of the “Octopus” Institute, Arben Fetoshi, expressed his confidence that the partnership will provide an important framework for cooperation in addressing challenges related to security and hybrid threats.
The agreement provides for joint research initiatives, analytical reports, as well as the exchange of expertise, publications, and other professional materials between the two institutions.
The cooperation will also include the organisation of and participation in conferences, roundtable discussions, expert panels, and public events addressing hybrid threats and regional security.
The Memorandum also provides for academic exchanges and opportunities for expert-level visits, with the aim of strengthening professional and research ties between Kosovo and Bulgaria.
According to the Memorandum, both institutions retain full institutional independence, editorial freedom, and research autonomy, while the agreement does not oblige either party to endorse or adopt the views or findings of the other.
The Memorandum between the “Octopus” Institute, based in Prishtina, and the Bulgarian Institute for International Politics (BIIP), based in Varna, was signed on 23 September 2026 and will remain in force for a period of five years, with the possibility of renewal by mutual consent.
